Carroll I. Burchett
Board Vice Chairman
EKCEP Workforce Investment Board
Flat Gap, KY

Carroll Burchett, of Flat Gap, brings more than 40 years of public- and private-sector experience to the Eastern Kentucky Concentrated Employment Program, Inc.'s (EKCEP) Workforce Investment Board (WIB).

After graduating from Flat Gap High School in 1958 and from the University of Kentucky in 1962--where he was a member of the UK Wildcats men's basketball team--Carroll Burchett began his career as a teacher and coach. In 1964, he joined the Kentucky Department of Vocational Rehabilitation as a rehabilitation counselor.

In 1972, Mr. Burchett was named the first director of the newly built Carl D. Perkins Vocational Rehabilitation Center at Thelma, KY. In addition to his duties as the Center’s director, he also completed several courses in management at Oklahoma University. Mr. Burchett continued as the Center’s director until 1989, when he was appointed associate superintendent of the Kentucky Office of Rehabilitation. This new position gave him the opportunity to direct a statewide agency which served more than 30,000 rehabilitation students. After retiring from state employment 1992, Mr. Burchett entered the timber industry and began active management of his farms at Red Bush, activities he continues to pursue.

In recent years, Mr. Burchett has been active in his local Rotary organization and has served on several boards, including the Vocational Rehabilitation Board. Mr. Burchett has also been an active member of the EKCEP WIB for many years.

In addition, he currently chairs the Johnson County Recreation Board in addition to the county's Agriculture Advancement Council. His service on these boards and perspective as a resident of eastern Kentucky have provided Mr. Burchett the opportunity to observe the situations which merit the workforce services administered by EKCEP, and support EKCEP’s efforts to help residents of the region make better lives for themselves and their families.

Mr. Burchett’s hobbies include hunting and fishing as well as horseback riding with his wife Carolyn, and they own two horses for this purpose. Mr. and Mrs. Burchett also enjoy spending time with their daughters--Julie, a speech pathologist, and Leah, an elementary school teacher--and with their four grandsons and one granddaughter.
