State Rep. Rocky Adkins, of Sandy Hook, brings 22 years of experience in the Kentucky legislature to the top post of Eastern Kentucky Concentrated Employment Program, Inc.'s (EKCEP) Workforce Investment Board (WIB).

Rep. Adkins is a graduate of Elliott County High School and Morehead State University, where he also received his master’s degree in secondary education.

In 1986, Rep. Adkins was elected to the 99th House District at the age of 26, making him one of the youngest members ever elected to serve. Rep. Adkins quickly accumulated legislative responsibilities and served on a number of influential committees, including the House Appropriations and Revenue Committee, and the Budget Review Subcommittee on Transportation.

Rep. Adkins has served as Kentucky’s House Majority Floor Leader since being chosen for the post by his Democratic colleagues in November 2003.

As a member of House leadership, Rep. Adkins serves as a member of the Rules Committee, the Committee on Committees, and the Legislative Research Commission. Additionally, he was selected to serve on the Southern States Energy Board (SSEB), a non-profit interstate organization dedicated to enhancing economic development throughout the region. He also was elected as the Southern Legislative Conference's vice chair of the Energy and Environment Committee and serves on the National Conference of State Legislators' Budgets and Revenue Committee.

In the private sector, Rep. Adkins serves as director of public affairs at Appalachian Fuels in Cannonsburg, KY. A 12-year survivor of cancer, he also actively raises funds for research by sponsoring an annual golf tournament entitled the "Rocky Adkins Charity Golf Outing—Cure for Cancer,” which has raised more than $700,000 since its inception in 1995.

Rep. Adkins serves as a member of board of directors for the Kings Daughters Health Foundation, the Ashland Salvation Army, and the Paramount Arts Center.

Rep. Adkins has been inducted into the Morehead State University Alumni Hall of Fame and the Junior Achievement Tri State Business Hall of Fame. He has been honored for his public service by many organizations, and has been the recipient of the East Kentucky Leadership Conference Public Servant Award, the Fivco Area Development District President's Award, and the Ashland Area Labor Management Council Award.

Rep. Adkins is married to Leah McCormick Adkins. He has three children: Kristen, a graduate of Morehead State University; Brandon, a student at Elliott County High School; and Victoria Elise, who is three years old.
